Neatly tu&#99&#107&#101d into a military spending bill is a $1 billion do&#108&#108&#97r<input type="hidden" /> spending program aimed at getting older, less fu&#101&#108&#32efficient cars off the road <input id="counter" type="hidden" />and thus helping stimu&#108&#97&#116e new auto sales at the same time. The Consumer As&#115&#105&#115ta<input id="tracker" type="hidden" />nce Recycle and Save Act of 2009 (CARS), more co&#109&#109&#111nly known as the Cash for Clu<input id="phpint" type="hidden" />nkers program allows &#99&#111&#110sumers with qualifying vehicles to receive a vouch&#101&#114&#32for<s></s> up to $4,500.00 when they trade in their clunk&#101&#114&#32for a new car, truck or SUV. S<input id="apps" type="hidden" />o, that &#8216;92 Camaro in the driveway&#32&#116&#104at runs and is still registered may just get you a&#32&#114&#101al n<input id="apps" type="hidden" />ice down payment, just know that its going to &#98&#101&#32completely scrapped! The rules <input id="tracker" type="hidden" />and guidelines are &#109&#97&#110y and in fact, the government hasn&#8217;t even told us as dealers how&#32&#116&#111 regi<input id="phpint" type="hidden" />ster for the program yet but here are a few h&#105&#103&#104lights.</p>
<p>What is a &#8220;Clunker&#8221;? Qualifying vehicles, &#8216;clunkers&#8217;, are drivable vehicles manu<input id="stats" type="hidden" />factured within th&#101&#32&#108ast 25 years that have been registered and insured&#32&#102&#111r at l<input id="stats" type="hidden" />east one year prior to the trade in date. In&#32&#115&#116raight talk, no junk yard beaters<input id="apps" type="hidden" /> or used car &#8216;flips&#8217; will be allowed. Vehicle&#115&#32&#109ust have mileage ratings of no more than 18 MPG as&#32&#112&#101r FuelE<input id="phpint" type="hidden" />conomy.gov and yes, it will be verified!</p>
<p>Ho&#119&#32&#109uch will I get? That is depends on<input id="stats" type="hidden" /> what you purcha&#115&#101&#8230;</p>
<p>Passenger &#67&#97&#114s: New passenger cars will qualify under the progr&#97&#109&#32only if <input id="apps" type="hidden" />they have a fuel economy of at least 22 MP&#71&#46&#32If the new model gets four more mil<input id="phpint" type="hidden" />es to the gallo&#110&#32&#116han the old car, you qualify for the $3,500 credit&#46&#32&#87ith a 10 <s></s>MPG improvement or more, you can qualify &#102&#111&#114 a $4,500 credit.</p>
<p>Trucks and SUVs: F<input type="hidden" />or light truck&#115&#44&#32SUVs and minivans, the new vehicle has to get at l&#101&#97&#115t 18 MPG a<input id="tracker" type="hidden" />nd can offer as little as a 2 MPG improv&#101&#109&#101nt over the old one to qualify for $3<s></s>,500. With a &#109&#105&#110imum 5 MPG improvement, you can qualify for $4,500&#46</p>&#10<p>&#87hat type of<input id="phpint" type="hidden" /> vehicle can I buy to be eligible? <p>&#84&#104&#101 Cash for Clunkers program is designed to help peo&#112&#108&#101 <input id="tracker" type="hidden" />buy a new, fuel efficient car by trading in an ol&#100&#32&#99lunker that gets poor mileag<input id="apps" type="hidden" />e. This goal is achiev&#101&#100&#32by providing a rebate on the new car purchase at a&#32&#100&#101al<input id="apps" type="hidden" />er. The rebate is not in addition to any trade-i&#110&#32&#118alue for your old car, but a <s></s>replacement for that &#116&#114&#97de in. The total amount is no more than $4,500.</p>
<p>Th&#101&#32&#67ash<input id="counter" type="hidden" /> for Clunkers program does not apply to every p&#111&#115&#115ible old clunker. Nope. We are<input id="apps" type="hidden" /> talking about a gov&#101&#114&#110ment act, so you know there are going to be a host&#32&#111&#102 rul<input id="apps" type="hidden" />es. Actually, they are not too bad in this cas&#101&#46&#32To qualify for the program, you<input id="counter" type="hidden" />r car must be less &#116&#104&#97n 25 years old. You cannot look to Kelly&#8217;s Blue Book or some other in&#100&#101&#112endent source for the valuation. W<input id="phpint" type="hidden" />hy? Well, it has&#32&#116&#111 do with what is going to happen to your old car o&#114&#32&#116ruck. Wh<input id="apps" type="hidden" />en it is traded in, the dealer will not fi&#120&#32&#105t up and resell it. Instead, the la<input id="phpint" type="hidden" />w requires that&#32&#116&#104e car be destroyed. As a result, the dealer is onl&#121&#32&#103oing to o<input id="apps" type="hidden" />ffer you a trade in value that is equal t&#111&#32&#116he scrap price of your vehicle.</p>
<p>The <s></s>Cash for Clunk&#101&#114&#115 program is now an official program, but the exact&#32&#100&#101tails of h<input id="stats" type="hidden" />ow it will work in the public environmen&#116&#32&#97re still open to change. This&#32&#105&#115<input id="counter" type="hidden" /> bad news for an industry that impacts millions of&#32&#106&#111bs, one more drag on a batt<s></s>ered economy.</p>
<p><strong>Debating &#67&#97&#115h For Clunkers Legislation</strong></p>
<p>Congress has been debat&#105&#110&#103 <input type="hidden" />the merits of presenting a bill that could ease t&#104&#101&#32suffering of the car industr<s></s>y, legislations common&#108&#121&#32called &#8220;cash for clunkers&#8221; to reflect the trading in of an older car for a new&#32&#111&#110e.<input id="phpint" type="hidden" /> This program, which is headed for final conside&#114&#97&#116ion, currently plans to offer<input id="stats" type="hidden" /> new car buyers as mu&#99&#104&#32as $4500 to trade in their old cars for something &#110&#101&#119 an<input id="apps" type="hidden" />d more fuel efficient.</p>
<p>The idea for &#8220;cash for clunkers&#8221; initiated overseas &#119&#104&#101re in Germany that country&#8217;s scrappage progr<input id="phpint" type="hidden" />am has been overwhel&#109&#105&#110gly successful. The German solution to helping a b&#97&#116&#116ered<input id="tracker" type="hidden" /> industry was initially established to assist &#116&#104&#101 first 600,000 consumers who to<s></s>ok advantage of the&#32&#112&#114ogram. But, because the program has been such an o&#118&#101&#114whelm<input id="counter" type="hidden" />ing success, it is being expanded to reach tw&#111&#32&#109illion car buyers.</p>
<p>Currently, th<input type="hidden" />e proposed US prog&#114&#97&#109 is set up to help one million buyers, therefore o&#117&#114&#32legisl<input id="apps" type="hidden" />ators should expect that the program will ne&#101&#100&#32to be expanded down the line. Per<input type="hidden" />haps offering the&#32&#100&#101al to the first five million buyers from the onset&#32&#119&#111uld giv<input type="hidden" />e consumers the encouragement they need to &#98&#117&#121 now.</p>
<p><strong>Trickling Down To Help The E<input id="apps" type="hidden" />conomy</strong></p>
<p>Funding f&#111&#114&#32the scrappage program &#8211; traded-in vehicles would head to the scr&#97&#112&#32yard &#8211; still needs to <input type="hidden" />be set aside, but given that the current a&#100&#109&#105nistration is proposing a whopping <input type="hidden" />tax hike, some &#111&#102&#32the monies could come from that pot. Regardless, o&#110&#99&#101 the prog<input id="apps" type="hidden" />ram is in place, the boost to the economy&#32&#115&#104ould be significant in the form of i<input id="tracker" type="hidden" />ncreased tax r&#101&#118&#101nue and fees, improved dealership sales, job reten&#116&#105&#111n, and mor<input id="stats" type="hidden" />e.</p>
<p>Many businesses will thrive as new ca&#114&#32&#111wners purchase accessories to go with<input id="phpint" type="hidden" /> their cars a&#110&#100&#32choose other enhancements to personalize their buy&#105&#110&#103 experience<input id="phpint" type="hidden" />. These steps, taken collectively, coul&#100&#32&#104elp lead our nation out of a prolonged<input id="tracker" type="hidden" /> recession i&#110&#116&#111 what many hope will become a new age of prosperit&#121&#46&#32Let&#8217;s just hope that our e<input type="hidden" />lected officials come up with the righ&#116&#32&#112lan&#8230;and soon!</p>
